Congressional Justifications

Note: Budget requests for years prior to FY 2026 were submitted by prior Administrations and may not reflect current HHS policy.

NIDCR receives its budget through the annual appropriations for the Department of Health and Human Services and the NIH. Appropriations are authorized by the U.S. Congress and signed into law by the President.

As part of the annual budget process, NIDCR prepares a Congressional Justification (CJ) as a component of the larger NIH CJ, consistent with guidance from the Office of Management and Budget. NIDCR’s CJ provides the Senate and House Appropriations Committees with detailed budget estimates, an overview of NIDCR accomplishments, highlights of select scientific research programs, and justification for research and research support activities that NIDCR would anticipate funding at the level of the President’s Budget Request.

The FY 2026 Budget proposes to consolidate NIDCR into the National Institute on Neuroscience and Brain Research (NINBR).  For more information on the FY 2026 NIH Congressional Justification, see the NIH Office of Budget website.
